RCSLT gives evidence to Senedd enquiry on access to education  

On 16 November, RCSLT head of Wales office, Pippa Cotterill gave oral evidence alongside a panel of colleagues from other professional bodies as part of an ongoing inquiry by the Children, Young People and Education Committee at the Senedd. The inquiry is asking if disabled children and young people in Wales have equal access to education and childcare.  

Pippa shared the experiences and evidence of our members working in these areas, reflecting their concerns saying: “We are extremely grateful to the many members from across Wales who took the time to send in comments to inform our written and oral evidence before the committee.  We hope the committee will listen carefully to the evidence presented by ourselves and a number of organisations working with children and young people and produce a strong report with clear recommendations.” 

Some of the key pieces of evidence given included the huge demand for Speech and Language Therapy services including a 30% rise since the pandemic and an increasing demand for both special schools and specialist placements.  

Other concerns from our members which were shared with the committee included: 

• significant increases in the numbers of service users with neurodivergence and social communication difficulties 
• an increase in the number of children living longer with complex needs due to advances in medicine and technology without adequate resources to support them  
• concern that the health time provision calculated to support special school provision has not kept pace with the changing landscape 
• the number of children who are on ‘reduced timetables’ and significant increases in numbers of parents electing to home educate their children.   
• a lack of investment in speech and language therapy training places raising concerns for the future 

 

The evidence presented to the inquiry is set against a backdrop of increasing staffing pressures on schools, further impacting the input and support that SLTs feel they can provide for schools and an overwhelming concern from members that provisions and resources have not kept pace with the changes they are reporting.  

The RCLST is committed to working to improve the lives of children and young people with swallowing and communication needs in Wales and will follow the next stage of the inquiry very closely.

Y Coleg Brenhinol Therapyddion Lleferydd ac Iaith (RCSLT) yn rhoi tystiolaeth i ymchwiliad Senedd Cymru ar fynediad i addysg 

 

Ar 16 Tachwedd rhoddodd Pippa Cotterill, pennaeth swyddfa Cymru y RCSLT, dystiolaeth lafar wrth ochr panel o gydweithwyr o gyrff proffesiynol eraill fel rhan o ymchwiliad cyfredol gan Bwyllgor Plant, Pobl Ifanc ac Addysg Senedd Cymru. Mae’r ymchwiliad yn gofyn os oes gan blant a phobl ifanc yng Nghymru fynediad cyfartal i addysg a gofal plant. 

Rhannodd Pippa brofiadau a thystiolaeth ein haelodau sy’n gweithio yn y meysydd hyn, gan adlewyrchu eu pryderon gan ddweud: “Rydym yn ddiolchgar tu hwnt i’r llu o aelodau o bob rhan o Gymru a roddodd amser i anfon sylwadau i lywio ein tystiolaeth ysgrifenedig a llafar gerbron y pwyllgor. Gobeithiwn y bydd y pwyllgor yn gwrando’n ofalus ar y dystiolaeth a gyflwynwyd gennym ni a nifer o sefydliadau sy’n gweithio gyda phlant a phobl ifanc ac yn cynhyrchu adroddiad cryf gydag argymhellion clir.” 

Mae rhai o’r darnau allweddol o dystiolaeth a roddwyd yn cynnwys galw enfawr am wasanaethau Therapi Lleferydd ac Iaith yn cynnwys cynnydd o 30% ers y pandemig a galw cynyddol am ysgolion arbennig a hefyd leoliadau arbenigol. 

Roedd y pryderon eraill gan ein haelodau a gafodd eu rhannu gyda’r pwyllgor yn cynnwys: 

• cynnydd sylweddol yn nifer y defnyddwyr gwasanaeth gyda niwrowahaniaeth ac anawsterau cyfathrebu cymdeithasol 
• cynnydd yn nifer y plant sy’n byw’n hirach gydag anghenion cymhleth oherwydd datblygiadau mewn meddyginiaeth a thechnoleg heb adnoddau digonol i’w cefnogi 
• pryder nad yw’r ddarpariaeth amser iechyd a roddir i gefnogi darpariaeth ysgolion arbennig yn cynyddu ar yr un raddfa â’r newid yn y sefyllfa 
• nifer y plant sydd ar ‘amserlenni cyfyngedig’ a chynnydd sylweddol yn nifer y rhieni sy’n dewis addysg yn y cartref ar gyfer eu plant 
• diffyg buddsoddiad mewn lleoliadau hyfforddiant therapi lleferydd ac iaith yn codi pryderon ar gyfer y dyfodol. 

Caiff y dystiolaeth a roddir i’r ymchwiliad ei gosod mewn sefyllfa o bwysau cynyddol ar staffio ar ysgolion, sy’n cael effaith bellach ar fewnbwn a’r cymorth mae therapyddion lleferydd ac iaith yn teimlo y gallant ei roi i ysgolion a pryder llethol gan aelodau nad yw darpariaethau ac adnoddau wedi cynyddu ar yr un raddfa â newidiadau y maent yn adrodd amdanynt. 

Mae’r RCSLT yn ymroddedig i weithio i wella bywydau plant a phobl ifanc gydag anghenion llyncu a chyfathrebu yng Nghymru a bydd yn dilyn cam nesaf yr ymchwiliad yn agos iawn.
